The first Inter-steel Structures, Inc. (ISSI) pre-engineered Modular Frame Building Systems project is being erected in Portland at the Sky3 Place Apartments. ISSI is a pre-fabricated, light-gauge steel panel system that is 20-25% less expensive than post-tension concrete, and is significantly quicker to build. This 17-story mixed use project is located on 11th and Jefferson in southwest Portland. It has 2 levels of underground parking, ground floor retail, 2nd floor resident amenities and 13 stories of apartments. It accommodates 195 apartments.

Sky 3 Place opened on June 6, 2017. Located at 1221 SW 11^th Avenue in downtown Portland, it has 195 residential units and 13,000 sf of retail. Amenities include a rooftop deck and pea patch, an indoor clubhouse, a wine cellar, a workout facility, a bike room and repair station, a dog grooming station, and a resident guest suite. The general contractor is Absher Construction.
